Gobernanza de la C+T+I y los investigadores del país

Abstract

Este articulo pretende, una vez encuestados a 173 docentes e investigadores del sistema universitario colombiano, utilizando la escala de Likert, esbozar los tipos de gobernanza que se evidencian entre este gremio debido al tipo de participación que los mismos tienen con el diseño de las políticas de C+T+I. Por ejemplo, la gobernanza discrecional, aquella que impone planes, programas y proyectos de C+T+I, es percibida por los docentes como algo real en Colombia. Este tipo de gobernanza de la ciencia, tecnología e innovación es realizada por expertos de las organizaciones públicas y privadas, excluyendo a los docentes e investigadores del país de tan importante labor. Es decir, los seis tipos de gobernanza de la C+T+I que también se dan entre los docentes e investigadores del país se ha basado en la investigación de Healy (2005) y su grupo de investigación STAGE (Science, Technology and Governance in Europa), con el fin de estimular acciones públicas que permitan, en el campo de la C+T+I, una masiva participación comunitaria.

This article, after having polled 173 teachers and researchers of Colombian academic system, uses a Likert scale and pretends to outline governance types that are evident among this guild because of the type of participation they have with the design of the policies of C+T+I. For example, discretionary governance, which imposes plans, programs and projects of C+T+I, is perceived by teacher as something real in Colombia. This kind of Science, Technologic and Innovating governance is built by public and private organizations experts, excluding teachers and researcher in the country from such an important work. That is, the six types of C+T+I governance that also exist between teachers and researchers in the country has been based on the research of Healy (2005) and his research group STAGE (Science, Technology and Governance in Europe), in order to encourage public actions that let, in the field of the C+T+I, a massive community participation.
