A resposta técnica como fator indutor de inovações de baixa complexidade para empreendimentos de pequeno porte

Abstract

This paper reports the results of a research which had two main objectives: the first one, to outline the profile – in it’s institutional, structural and operational aspects – of a national system – organized as a network of 9 national institutions, both academic, technological and representative of the business community - which offers support to low complexity innovations by small businesses; and the second, to assess the activities and the contributions to innovations, of one of those institutions. The research revealed that the central strategy of the network is to answer, in the format of technical notes, the spontaneous demands posted in the system. In the other hand, the institution whose activities were assessed sought to differentiate it’s activities, adopting a strategy of inducing demands, which goes beyond the simple preparation of technical notes and begins to act as an effective agent of innovations.

Este trabalho relata os resultados de uma pesquisa realizada com norte em dois objetivos principais: o primeiro, de traçar o perfil, institucional, estrutural e operacional de um sistema de apoio a inovações de baixa complexidade para empreendimentos de pequeno porte, organizado no formato de rede nacional de instituições, acadêmicas, tecnológicas e representativas do meio empresarial; o segundo, de avaliar as atividades, e as contribuições para a geração de inovações, de um dos agentes de respostas técnicas integrantes dessa rede. A pesquisa revelou que a estratégia central da rede é a de atendimento a demandas espontâneas, restringindo-se à prestação de serviços de elaboração de notas técnicas. Já a instituição cujas atividades foram avaliadas buscou diferenciar suas atividades, adotando uma estratégia de indução de demandas, que vai além da simples elaboração de notas técnicas e passa a atuar como efetivo agente de inovações.
