The Challenge of the Articulation in Projects of Incubators. The Experience among Cities of Guarulhos and São Paulo

Abstract

The study of innovation systems as a reference for public policy, socioeconomic development, for the redevelopment of urban spaces, in addition to contributing to strategic planning. Transferring this discussion to the municipal level, the picture is just beginning and can take as a premise that the local innovation system is unstructured. They argue that the government has the characteristic that decisions are deeply analyzed. But the challenge facing the knowledge society is the dynamic that needs to be more agile. Within this context, the present work aims to study initiatives that transcend administrative structures of a region, based one instrument, as the technology Incubators. Note that the relationship between the various actors in society, business community, academia and government is critical, however, the process of integrating these actors is not spontaneous. The bond structuring this work is based on business incubators, aiming to promote a model based on joint projects and innovative models of habitat.

O estudo dos sistemas de inovação constitui uma referência para políticas públicas, para o desenvolvimento socioeconômico, para a requalificação dos espaços urbanos, além da contribuição para o planejamento estratégico. Trazendo essa discussão para o nível municipal, o quadro mostra-se incipiente e pode-se tomar como premissa que o sistema de inovação local é desestruturado. Pondera-se que o poder público tem como característica que as decisões sejam profundamente analisadas. Mas, o desafio que se impõe na sociedade do conhecimento é a dinâmica que necessita ser mais ágil. Inserido neste cenário, o presente trabalho tem como objeto de estudo apresentar as iniciativas que transcendem estruturas administrativas de uma região, baseado num único instrumento como as Incubadoras tecnológicas. Cabe ressaltar que a articulação entre os diversos atores da sociedade, comunidade empresarial, universidades e governo é fundamental, no entanto, o processo de integrar esses atores não é espontâneo. O elo estruturante deste trabalho baseia-se nas incubadoras tecnológicas de empresas, tendo como objetivo promover um modelo baseado em projetos conjuntos e modelos de habitats inovadores.
