dc.description.abstractThis paper attempts to analyze the new financial support programs introduced by the Brazilian governments in the last decade. The idea is to assess whether the new programs use the same concepts, modalities and parameters as in the previous period or bring a new understanding of the needs of the firms. The changes in the legal and institutional framework and the modalities of financing of innovation are presented. We conclude that 1). small businesses are now taken in account, 2) new forms of financing are introduced, 3) the programs are implemented in partnership with other institutions. However some restrictions are still in effect: the academic dimension of the analysis criteria of the projects and the lack of the impact assessment of these new programs.
