As Hidrelétricas e o Tradeoff entre Crescimento e Sustentabilidade

Abstract

As escolhas para a matriz energética direcionam expectativas com relação ao suprimento, impactos ambientais, sociais, e ganhos econômicos gerados. Este trabalho se propõe a mostrar como a expansão da oferta de eletricidade por meio das hidrelétricas implica nas relações econômicas, ambiental e conflitos sociais decorrentes da exploração da hidroeletricidade no Brasil. A metodologia empregada nesse artigo foi pesquisa qualitativa por meio de levantamento bibliográfico e análise documental. Como principal resultado, evidencia-se que os contornos da política energética brasileira pendem para decisões com enfoque no mercado em detrimento das demais dimensões que envolvem o setor elétrico brasileiro.

The choices for the energy matrix guide the expectations regarding the supply, the environmental and social impacts, and the generated economic benefits. The objective of this paper is to show how the expansion of the power supply, through the construction of hydropower plants involves the economic and environmental relations and the social conflicts arising from the exploitation of hydroelectricity in Brazil. The methodology used in this article was a qualitative research by mans of literature review and documental analysis. As the main result, it is clear that the contours of the Brazilian energy policy are oriented to decisions that focus on the market disregarding other dimensions involving the Brazilian electricity sector.
