The current document presents the results of an exploratory study, which was prepared in order to determinate if the international indicators that measure the capacity to innovate (Quantity of registered patents), properly represent the reality of Costa Rica and the other Latin-American countries with similar conditions. When comparing the expenses of R+D, the innovation, productivity and the per capita GDP, of the Latin American countries it shows an investment figure which with the exception of Brazil, is below of what the figures should be in accordance with its income per person of the country and a grand percentage of this comes from the Garcia et al Government (2008). In a Country as Costa Rica, in which the 98% of the companies are MIPYME’s, their efforts concentrate on enduring in the market rather than generating patents, which compared with the previous results, presents the need to identify if our companies really are innovators or not.
